LECTURERS

DEAN FROILAN M. BACUNGAN served as the 7th Dean of the University of the Philippines (U.P.) College of Law (1978 – 1983).

It was during his Deanship that new academic institutions in the field of law were established at the College, namely, a Legal Resources Center, an Academy for ASEAN Law and Jurisprudence, an International Studies Institute of the Philippines and an Institute of Judicial Administration. A new law curriculum was also adopted to make legal education more responsive to the vital roles that the legal profession plays in the Philippine society.

Dean Bacungan was also Director of the U.P. Law Center (1973 – 1979). As Director, he added a new dimension – that of law and development – to the traditional programs of the Center in research and law reform, continuing legal education and legal publication which were all focused on doctrinal law. Dean Bacungan is a product of the U.P. (Bachelor of Arts, Cum Laude, 1953; Bachelor of Laws, 1952) and of Yale University (Master of Laws, 1957). At the latter, he was a Fulbright-Smith Mundt Scholar.

As Professor of Law, he has been teaching Labor Law and Constitutional Law for four decades. The author of a number of books, monographs and articles on these subjects, he has been involved in projects dealing with human rights, labor relations, transnational corporations, and the administration of justice. Widely traveled, he has served as ILO Labor Relations and labor law expert to the Governments of Thailand and Pakistan.

He was Commissioner, Commission on Elections (1984 –1986), and President, Philippine Constitution Association (1986 – 1987) where he has been over the years the Chairman of its Committee on Constitutional Amendments. He was a Member of Preparatory Commission on Constitutional Reform (PCCR).

He is Chairman of an NGO, Participatory Research, Organization of Communities and Education towards Struggle for Self-Reliance (PROCESS) which has advocacy projects related to Democracy and Human Rights. He is President of the Center for Research and Special Studies (CRSS) which undertook a Comprehensive Review of the Labor Code on the occasion of the 20th anniversary of the Code. The CRSS has been commissioned by the Congressional Commission on Labor to propose amendments to the Labor Code and other Labor and Social Legislation to implement the policy prescriptions that the Commission made in the Report it submitted to President Gloria Macapagal- Arroyo last February 10, 2001.

PROF. FELIX LAO, Ph.D., is Agora awardee for marketing education and author of several marketing books. Dr. Lao teaches marketing courses in a number of American universities and is on a short visit in the Philippines. He previously taught marketing to graduate students at the University of Santo Tomas where he was Chairman of the Management Cluster. He is also former National President of the Philippine Marketing Association and former Vice President of pharmaceuticals giant, Unilab.

ATTY. RODOLFO C. NONATO, tax lawyer and consultant, spent twenty-eight in government service as a multi-awarded Revenue Officer and Examiner at the Bureau of Internal Revenue. He holds the distinguished record of being the 1st BIR Officer to close down a long-running enterprise in Divisoria for violation of the VAT Law in 1988. Atty. Nonato has a BS Accounting degree and earned his law degree from San Beda College of Law. Atty. Nonato has also been with the academe for 20 years as tax professor at the De La Salle University and other universities.

PROF. VIRGILIO C. AVILA is a Certified Professional Accountant (C.P.A). He placed No. 14 in the 1979 CPA Board Examinations with a general average of 85.43%. He graduated Magna Cum Laude from the University of the East with a BSBA-Accounting and With High Distinction from the De La Salle University Graduate School of Business. He is a member of the faculty and lecturer at the Australian Institute for Higher Education (AIHE) in partnership with the University of Western Australia, De La Salle University Professional Schools Graduate School of Business, and the University of Asia and the Pacific. Prof. Avila has worked as financial controller and accountant with Filinvest Land, Inc., Urban Integrated Consultants, Inc., Philippine International Trading Corp., and SyCip,Gorres, Velayo & Co. (SGV). He is co-author of the textbook, “Accounting: Basic Concepts, Principles and Applications.”

PROF. ALLAN ASI is a Certified Professional Accountant (C.P.A.) who earned his BS Accounting degree from the De La Salle University-Taft. He graduated With Distinction from the Asian Institute of Management with a Master of Business Administration. He is a faculty member and lecturer of the Ateneo de Manila University and the University of Asia and the Pacific where he teaches Accounting.

ATTY. ERNESTO TABAO earned his law degree from the San Beda College of Law. He is a Master of Industrial Relations from the University of the Philippines School of Labor and Industrial Relations and an AB Philosophy graduate of the University of the Philippines-Diliman. He has extensive labor law practice experience as legal counsel of some the biggest labor unions in the Philippines including the Philippine Airline Employees Association (PALEA). Since 1996, he has represented big local and multi-national firms as their Labor Relations Consultant and retained counsel. He is co-author of the book, “Managers’ Executive Handbook on Labor Law Forms and Contracts”.

DEAN RENE OFRENEO is the former Dean of the University of the Philippines School of Labor and Industrial Relations (SOLAIR). He has a Ph.D. and specializes in labor and industrial relations.

ATTY. JETHRO SABARIAGA, C.P.A., is Asst. Chief of the Litigation Division of the Bureau of Internal Revenue National Prosecution Office. He holds a BA Accountancy degree from the University of the Philippines-Diliman and a law degree from the University of the Philippines College of Law.

COMMISSIONER 3RD DIV.ATTY. ALEX LOPEZ, is Senior Labor Arbiter at the National Labor Relations Commission-Regional Arbitration Board where he has handled numerous labor relations cases and complaints. He finished his law degree at the University of the Philippines College of Law in 1981.

PROF. MANUEL JOSE R. OYSON III, President of the Asian Institute of Marketing and Entrepreneurship, is former Professor of Marketing and Entrepreneurship at the University of Santo Tomas Graduate School. He acquired his Executive Master of Business Administration from the Asian Institute of Management. He also has a Certificate in Business Economics (With Merit) from the University of Asia and the Pacific. He is a Certified Professional Marketer (C.P.M.)-Asia Pacific, one of less than 25 C.P.M.s in the Philippines today. He scored perfect ratings of “A” in Marketing Research and “A” in Marketing Communication in the international marketing examinations given by the Asia Pacific Marketing Federation. He is author of three books, “Breaking the 25 Greatest Myths of Entrepreneurship: Unlocking the Secrets of Business Success”, “Managers’ Executive Handbook on Labor Law Forms and Contracts”, and “How to Pass the Bar Examinations in 30 Days: Guerilla Tactics to Bar Examinations Preparation.” A lawyer, he took up law at the University of the Philippines College of Law and his undergraduate degree (Cum Laude) at the University of the Philippines-Diiman. He placed No. 17 in the 1997 Philippine Bar Examinations. He has extensively taught law in various law schools and lectures regularly to business executives. He is on leave from lecturing stints with the Asian Institute of Marketing and Entrepreneurship to pursue his Ph.D. (Research) at the University of Auckland in New Zealand.
